This is from Athmo in this thread yesterday. Do a 'verify cache' (as described in link above) again and all mods will get downloaded again. What finally did it for me was to go to Steam > Settings > Downloads and make sure the box for Limit auto-updating schedule was UNCHECKED. There's not one solution, there are several possible solutions. I had this problem last Friday (and even before the update a few times), and I found a lot of different info about how to solve it.
